Initial storyline

A man falls and breaks his arm, he is in distress but there is no one around to help but a homeless looking man. He says he can have 100,000 in cash that he says he found stashed in the abandoned warehouse behind him on the condition that he makes a conscious effort to alleviate the town's homeless epidemic. The man accepts and tells the homeless man where his phone is so he can ring an ambulance. The man is actually the director of a regional homeless charity. Time passes and the man goes back to the warehouse and retrieves the money. He has recovered but makes no effort to help the homeless using the money, instead he uses it to live and buy extravagantly. On his walk home from work he passes the warehouse where he broke his arm, the homeless man pulls him into the warehouse pushes him to the ground and reveals his true identity. He is a former homeless man but now a self made millionaire, aware of the man's misdoings as he reveals he wronged him in the past kicking and spitting on him whilst drunk. Reveals he did this as a social experiment and that he has been collecting evidence to demonstrate that the man is not fit to be in the position of power and care that he is in.
